Bridge to Excellence Master Plan Overview

 In 2002, the Maryland General Assembly enacted the Bridge to Excellence in Public Schools Act. The legislation requires PGCPS to develop a comprehensive Master Plan, to be updated annually.  The Master Plan links school finance directly to decisions about improving student learning.

Strategic Resource Planning coordinates the annual Master Plan development and update processes among district staff and the Maryland State Department of Education. SRP ensures the substance of the plan represents rigorous data analyses and proposed strategies and operational adjustments are reflective of these analyses.

Since 2010, Master Plan requirements have evolved to include:

  • Race To The Top Scopes of Work (sunset in 2015);
  • Changes stemming from Maryland’s flexibility waiver from No Child Left Behind; 
  • Maryland’s new accountability structure; and the
  • Every Student Succeeds Act ("ESSA").
