Doctoral Scholarship Programs

PGCPS is partnering with two local universities to build the leadership capacities of school leaders.  The district has been working with Howard University and the University of Maryland, College Park to host two doctoral programs directly aligned to the PGCPS leader standards and specific needs in the PGCPS school community. The district will provide tuition scholarships for participants identified to participate in the program. Completion of both programs will result in superintendent certification from the state of MD.

For Sitting Principals and Central Office Administrative Personnel Only- University of Maryland at College Park – Doctor of Education Program -60 credits beyond an approved Masters

This is a 3-year cohort-based professional practice Ed.D. designed for scholar practitioners in curriculum, human resources, fiscal management, and assessment and accountability.  The curriculum focus is on system level and learning focused-leadership, system innovation and transformation, family and community partnerships, and politics and policymaking in educational systems.  The program will be led by faculty from the College of Education, the Robert H. Smith School of Business, the A. James Clark School of Engineering and experts from the Prince George’s County Public Schools.  A variety of delivery methods are designed to meet the needs of participants, including intensive weekend and summer sessions, online modules, virtual classroom and traditional methods.  Completion of this program will result in superintendent certification from the state of MD.

University of Maryland Admission Criteria

Grade Point Average (GPA): A minimum undergraduate grade point average of 3.0 is required. A minimum graduate grade point average of 3.5 is required for doctoral programs.

Doctoral Applicants: Of the three scores on the GRE (verbal, quantitative, analytic) at least one should be at the 70th percentile or higher and none should be under the 40th percentile for doctoral applicants. If the MAT is used, the score should be at least at the 70th percentile. (Scores older than five years from date of application will not be accepted.)
In addition, admission decisions also weigh letters of recommendation, statement of goals, and writing samples submitted by applicants.

For Sitting Principals  and Central Office Personnel Only - Educational Administration and Guided Leadership Experience (EAGLE) – Ed.D

The EAGLE Ed.D program reflects Howard University’s commitment to urban and diverse school systems by expanding the pool of well-prepared educational leaders. EAGLE is specifically designed for professionals and practicing K-12 administrators who aspire to the position of superintendent of schools or some other senior-level position. The program also aims at producing individuals who have knowledge and skill in all phases of the organization and management of educational institutions, especially school systems; who are familiar with the forces and influences which impinge on the process of education; who can use with intelligence, and discrimination the findings of research and evaluation; and, finally, who are sensitive to the interrelationship between school systems and the communities that they serve.

The program model for EAGLE is based on an inter-professional strategy that utilizes research content from the field of educational administration and five other academic professions: business, communication; social work, political science, and sociology. Students enrolled in the program will receive instruction from experienced faculty, including faculty who have successful experience as superintendents in large urban school districts.


Successful completion of the program will require a minimum of 66 semester hours which includes 39 hours of credit in educational administration and other education-related courses, 6 hours of internship, 12 hours of inter-professional (cognate) courses, and 9 hours of dissertation research. Students will be required to take at least 9 hours of postmaster’s level courses in educational foundations and research methodologies, if not previously completed. C
Completion of this program will result in superintendent certification from the state of MD.
Students will be admitted to EAGLE by cohort. Some activities will be scheduled evenings and Saturdays to accommodate working professionals.

Howard University School of Education Admission Criteria

Applicants to a doctoral program are expected to have a Master's degree from a regionally accredited institution, and a minimum GPA of 3.4 (on a 4.0 scale) in the major field.

An applicant is expected to have adequate educational preparation and experience for the field in which graduate work is to be done. Admission to graduate programs is under the jurisdiction of the various departments. Students with inadequate preparation may be required to take additional courses as prescribed by the department of major concentration.

Applicants for graduate study shall provide a handwritten statement of rationale for the choice of an area of specialization, transcripts of all previous college work and three letters of recommendation. Interviews and the completion of evaluation instruments may be required at the discretion of the department.

Applications for admission and all supporting documents are received and held for evaluation by the Office of Admissions. The department in which a student plans to study shall determine whether the student is qualified to be admitted for graduate study in that department.

Admission to a graduate program does not automatically admit a person to candidacy for a degree.
