  An Evaluation of the Prince George’s County Public School System’s Homeless Education Program, SY2006-2007

 

Abstract

This study examines the implementation of the Prince George’s County Public Schools’ (PGCPS) Homeless Education Program (HEP) during SY2006-2007 (SY2007) and the extent to which the HEP meets the educational and social needs of students who experienced homelessness. Of the 847 students whose incidence of homelessness began before they entered the school system in SY2007, 748 (or 88.3%) were enrolled within a single day. Relative to SY2006, there is a noticeable improvement in the extent to which the school system is meeting the McKinney-Vento Act’s requirement of immediate enrollment of homeless students. Overall, the school system honored an overwhelming proportion (93%) of the “choice of school” requests made by parents/guardians.  Transportation services were provided to 83.1% of homeless students. The average school attendance rate among homeless students was 88.8%, approximately 5 points below the rate for non-homeless students and the state’s attendance accountability standard of 94.0%. Homeless students (16.8%) also had a level of access to Contextual Learning Environment programs comparable to that of their non-homeless counterparts (18.5%). Despite continued improvement in homeless students’ MSA performance, their proficiency/advanced rates were below those of non-homeless students: 51.5% versus 64.6% in reading and 44.2% versus 59.3% in mathematics. The HSA passing rate for each subject ranged from 38.4% (biology) to 51.8% (English 10), an improvement compared to other years. However, the achievement gap in HSA performance between homeless and non-homeless students widened in SY2007 from 9.8 to 12.7 percentage points. The percentages of homeless students with a GPA higher than 2.00 were 53.0% and 33.7% in middle and high schools, respectively.  The percentage of homeless students in grade 12 who received a high school diploma increased to 83.9% in SY2007 from 80.6% in SY2006. Parents across all school types rated the school system’s effort to meet the needs of homeless students and families as moderate. Parents were most satisfied with services provided by teachers (70.3%) and least satisfied (54.9%) with Homeless Education Office staff. Recommendations for improving PGCPS’s HEP are discussed.
